
REQUEST FOR CONSULTANT’S QUALIFICATION
Selection of Individual Consultant to Support the Implementation of
Resettlement Action Plan

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Consultant’s Qualification is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/).
The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities:
- A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant;
- A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and
- A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.
Under the Downstream Wells Activity, infrastructure developments of Ulaanbaatar city Water Supply Project will be implemented in Khan-Uul and Songinokhairkhan districts. The baseline study of the Resettlement Action Plan, land cadastral measurements and drawings, census and inventory of project affected persons and private structures had been carried out during the developments of engineering detailed designs in accordance with the International Finance Corporation standards. MCA-Mongolia is collaborating with Ulaanbaatar city and District Land Management Departments to complete the implementation of the resettlement activities along the pipeline routes in the first 3 quarters of 2021 prior to the start of the construction works under the project.
MCA-Mongolia now invites qualified and experienced individual consultants to i) provide oversight of RAP implementation by the respective districts and City Land Management Departments (Implementing Entity); ii) render required technical assistance for actual RAP implementation, including stakeholder engagement; and iii) assist in developing/drafting inception, progress and closeout reports by the Implementing Entity. Please note that MCA-Mongolia will not consider companies and firms for this procurement.
The consultant is expected to have the following qualifications and experience:
- Advanced degree (Master’s degree or higher) in land use management and tenure, civil engineering or urban infrastructure fields;
- Demonstrated experience of 15 years in working on land acquisition, resettlement, stakeholder engagement and related issues in Mongolia;
- A minimum of 12 years of relevant post-graduate experience in land management, urban land use planning, and land tenure including experience in preparing Resettlement Action Plans (RAPs) in conformance with IFC Performance Standards or World Bank Environmental and Social Framework and ADB Safeguard Policy Statement.

Consultants will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines).

Interested consultants should provide their full contact information in the email message. This will also ensure that interested consultants receive updates regarding this RCQ.
Any clarifications needed shall be submitted in writing to Procurement Agent at PA-Mongolia@charleskendall.com, cc to procurement@mca-mongolia.gov.mn not later than February 5, 2021 by 2:00 pm Ulaanbaatar Time. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than February 8, 2021 by 2:00 pm Ulaanbaatar Time.
Qualification documents must indicate name of the position and be uploaded to the submission link as specified in the RCQ document not later than February 11, 2021, at 15:00 pm local time in Ulaanbaatar, Mongolia. Only electronic submission will be permitted (hard copies will not be accepted). Late proposals will be rejected.
