“Millennium Challenge Account – Mongolia” or MCA-Mongolia is a state-owned entity established by the Government Resolution No 297, dated October, 2018, to implement the Mongolia Water Compact signed between the Government of Mongolia and the U.S. Millennium Challenge Corporation (MCC).

MCA-Mongolia is governed by the Board of Directors, with the Minister of Finance of Mongolia as its chair. MCA-Mongolia Board of Directors is comprised of nine voting members, including state secretaries of the relevant line ministries, General Manager of Ulaanbaatar City and the Head of the Mayor's Office and representatives from the private sector and civil society, as well as MCA-Mongolia Chief Executive Officer and MCC Resident Country Director as non-voting members. Regular meeting of the Board of Directors is held on a quarterly basis  discussing and resolving issues concerning Program implementation and MCA-Mongolia operations.

The Management Unit, led by the Chief Executive Officer and comprised of directors, has the principal responsibility for the day to day operations and management of MCA-Mongolia and the Program implementation, with an obligation to report to the Board of Directors. The MCC Resident Country Director and Deputy Resident Country Director are tasked with providing support to enhance the operations of MCA-Mongolia.

MCA-Mongolia, in accordance with the Compact Agreement, hires the Program Management Consultant and FIDIC Engineer - “Tetra Tech” (USA), the Procurement Agent - Charles Kendall and Partners (UK) and Fiscal Agent – DTGlobal (USA), who were selected by open and fair international competition. The Program Management Consultant and FIDIC Engineer is tasked to provide engineering and technical oversight for the projects' construction activities; the Fiscal Agent is responsible for assisting the accountable entity in its fiscal management and ensuring appropriate fiscal accountability for the use of MCC funding, and the Procurement Agent is responsible for conducting and/or certifying specified procurement activities on behalf of MCA-Mongolia to advance the objectives of the Compact.

Throughout the implementation, MCA-Mongolia works in close coordination with with various stakeholders, including the Ministry of Finance, the Ministry of Urban Development, Construction and Housing, the Ministry of Environment and Climate Change, the Ministry of Foreign Affairs, the Ministry of Energy, the Mayor's Office of Ulaanbaatar City, the Capital City Governor's Office, the Water Services Regulatory Commission, the Water Supply and Sewerage Authority, Water Authority, the Tuul River Basin Authority, the Ulaanbaatar Housing and Public Utilities Authority and other relevant institutions.
