Chairman of the Board, Member of Parliament, and Minister of Finance of Mongolia B.Javkhlan graduated from the National University of Mongolia in 1997 with a Bachelor’s Degree in Banking Economy, studied at Riverside language school, University of California, USA in 2008 and Indiana University, USA in 2009 respectively. He started his career as an auditor, the Department of Monitoring, Bank of Mongolia, and further worked as a Representative of the Bank of Mongolia to Khan Bank in Receivership and Senior auditor, Monitoring department, Bank of Mongolia 1999 – 2004, Chief Operations Officer, and Vice president of Trade and development bank in 2004-2007 and the First Deputy Governor of Bank of Mongolia in 2010-2016. Since being elected in 2016 and 2020, he has been serving as a Member of the Parliament of Mongolia and he was appointed as the Minister of Finance of Mongolia on Jan 29, 2021. |

Board Member Sh. Batbayar holds qualifications in Information Systems Management and Law, and has extensive experience in public service, non-governmental organizations, and the private sector. He worked as Manager at Ulaanbaatar Post LLC from 2007 to 2009. From 2009 to 2012, he served as Attaché at the Ministry of Foreign Affairs of Mongolia. In 2012, he worked as Senior Specialist at the Ministry of Environment and Green Development of Mongolia, and from 2012 to 2014, he served as Third Secretary at the Ministry of Foreign Affairs. From 2014 to 2015, he was Senior Specialist at the Ministry of Construction and Urban Development of Mongolia. Between 2015 and 2020, he worked as Manager at Xillion LLC, and from 2015 to 2016, he served as Chief Executive Officer of iHotel LLC. From 2016 to 2024, he worked as Advisor at the Secretariat of the State Great Khural of Mongolia. He also served as Chief Executive Officer of United Broadcasting Corporation LLC from 2017 to 2020, Secretary General of the Association of Classical and Traditional Equestrian Sports of Mongolia from 2018 to 2025, Secretary General of the Mongolia–Thailand Business Forum from 2022 to 2025, and Chief Executive Officer of Chinggis Khaan Adventures LLC from 2024 to 2025. On September 29, 2025, he was appointed as State Secretary of the Ministry of Environment and Climate Change of Mongolia. |

Board Member M. Bayaraa graduated from Beijing Normal University with a Bachelor’s Degree in Foreign Language Teaching, from Kyorin University with a Bachelor’s Degree in Financial Management, and from University of Finance and Economics with a Master’s Degree in International Development. He began his career at MCS Holding as a Project Coordinator. In 2006–2007, he worked as a Program Specialist for Japan International Cooperation Agency (JICA). From 2009 to 2011, he served as Chief Executive Officer of “MTC Partners” LLC, and from 2011 to 2012, he worked as Senior Specialist at the Project Financing Department of the Development Bank of Mongolia. Between 2013 and 2016, he served as Head of the Education Department of Songinokhairkhan District in Ulaanbaatar, followed by his role as Head of the Governor’s Office of Songinokhairkhan District from 2016 to 2017. From 2017 to 2020, he worked as Head of the Public Administration Department at the Ministry of Mining and Heavy Industry of Mongolia, and from 2020 to 2022, he served as Head of the Property Relations Agency of the Capital City. He was appointed as the General Manager of Ulaanbaatar City and Head of the Governor’s Office on December 28, 2022, and served as City General Manager until January 4, 2024. Since July 2025, he has been serving as State Secretary of the Ministry of Urban Development, Construction and Housing of Mongolia. He is fluent in Chinese, English, Japanese, and Russian. |

Board Member L. Munkhtushig graduated in 2007 from China Foreign Affairs University with a Bachelor’s Degree in International Relations and Law, and in the same year obtained a Master of Laws (LL.M.) degree from Peking University. He is a qualified lawyer. He began his career in 2008 as a Specialist at the State Protocol Department of the Ministry of Foreign Affairs of Mongolia. From 2008 to 2011, he served as Attaché at the Treaty and Legal Department of the Ministry. Between 2011 and 2014, he worked at the Embassy of Mongolia in Sweden as Attaché, Consul, and Third Secretary. From 2014 to 2016, he served as Second Secretary at the International Treaty and Legal Affairs Department of the Ministry of Foreign Affairs. From 2016 to 2018, he was Deputy Director of the Consular Department, and from 2018 to 2021, he served as Director of the Consular Department. Between 2021 and 2024, he held the position of Minister-Counselor (Deputy Head of Mission) at the Embassy of Mongolia in the People’s Republic of China. Since July 28, 2024, he has been serving as State Secretary of the Ministry of Foreign Affairs of Mongolia. |

Board Member Batmunkh Erden-Olzii graduated from the School of Energy at the Mongolian University of Science and Technology with a degree in Electrical System Automation Engineering in 2003, and in 2014, he obtained a Master’s Degree in Energy Policy and Planning from the University of Technology Sydney. He began his career in 2004–2005 as an Instructor Engineer at the Energy Training Center under the Energy Authority, an Implementing Agency of the Government of Mongolia. From 2005 to 2009, he worked as Researcher and Engineer at the Energy Research Center of the Ministry of Fuel and Energy. Between 2009 and 2010, he served as Specialist at the Research, Information, and Evaluation Department of the Energy Authority, an Implementing Agency of the Government of Mongolia. From 2010 to 2012, he worked as Specialist at the Policy and Planning Department of the Ministry of Mineral Resources and Energy. From 2012 to 2025, he held positions as Senior Specialist, Head of Division, Director of the Department, and Acting State Secretary at the Policy and Planning Department of the Ministry of Energy. Since November 2025, he has been serving as State Secretary of the Ministry of Energy of Mongolia. |

Board Member G. Batzorig graduated in 2006 from the Mongolian University of Life Sciences with a Bachelor’s Degree in Land Cadastre Engineering. In 2016, he obtained a Master’s Degree in Ger Area Redevelopment and Land Valuation from the same university, and in 2017, he earned a Master’s Degree in Business Administration from Mongolian National University. He is a Consulting Engineer of Mongolia. He began his career in 2007 as a Land Management Officer at the Land Office of Songinokhairkhan District in Ulaanbaatar. From 2011 to 2013, he worked as a Land Management Officer at the Land Office of Chingeltei District. Between 2013 and 2016, he served as a Land Management Officer at the Property and Land Relations Office of Songinokhairkhan District, and from 2016 to 2018, he continued working at the District Land Office. From 2018 to 2019, he served as Senior Specialist at the District Land Office, and from 2019 to 2020, he was appointed as Head of the Land Management Division. Between 2020 and 2021, he served as Deputy Head of the Capital City Land Management Agency, and from 2021 to 2024, he served as Head of the Capital City Land Management Agency. From January to July 2024, he held the positions of Head of the Urban Development and City Standards Department and Chief Architect of Ulaanbaatar. Since 2024, he has been serving as a Representative of the Citizens’ Representative Khural of the Capital City and as Advisor to the Governor of Ulaanbaatar on urban development and land relations. Since November 12, 2024, he has been serving as the General Manager of Ulaanbaatar and Head of the Governor’s Office. |

Board Member D. Basandorj graduated in 1984 from Ural State University with a degree in Water Engineering. In 2002, he obtained his Doctorate in Technical Sciences from Saint Petersburg State University of Architecture and Civil Engineering. He is a Consulting Engineer of Mongolia. He began his career in 1984 as a lecturer at the Mongolian University of Science and Technology, where he worked until 1996 as Head of Department and Leading Professor. From 1996 to 2002, he served as State Secretary of the Ministry of Nature and Environment of Mongolia, and from 2000 to 2002, he concurrently served as Chairman of the Water Committee under the Government of Mongolia. From 2002 to 2023, he worked as Professor at the School of Environmental Engineering of the Mongolian University of Science and Technology. Between 2015 and 2023, he also served as Director and Lecturer of the Water Research Center under the same school. Since 2013, he has been serving as President of the Mongolian Water Partnership. Since 2023, he has been serving as President of the Mongolian Toilet Association. |

Board Member E. Munkhjargal graduated from the Mongolian University of Science and Technology in 2006 with a Bachelor’s Degree in Business Administration. In 2013, he studied at the School of Public Policy and Administration of Carleton University. He began his career in 2007 as a Manager of the E-Banking Department at Khan Bank. From 2014 to 2021, he served as Director of Administration at Transparency International Mongolia, and in September 2021, he was appointed as the Executive Director of the organization. Since March 2021, he has been serving as an Advisor to the Business Ethics Center under the Mongolian National Chamber of Commerce and Industry. Since September 2021, he has also been a Member of the Public Council of the Independent Authority Against Corruption of Mongolia. |

Board Member B. Lkhagvazhav graduated from the Wrocław University of Technology, Poland in 1988–1995 with a Doctorate in Business Administration and is a qualified lawyer. He founded Urbanek in 1994. On December 9, 2014, he was appointed as Chairman of the Board and President of the Mongolian National Chamber of Commerce and Industry at its XIX Regular General Assembly, and since 2019, he has been serving as an Executive Board Member of the Chamber. Since 2017, he has also held positions as a Member of the Supervisory Board of the Bank of Mongolia and President of the Mongolian Gymnastics Association. On June 20, 2025, he was appointed as Acting President and Chairman of the Board of the Mongolian National Chamber of Commerce and Industry. |

Board Member Tina J. Yu was formerly the Country Director for the Sierra Leone compact. Previously, Tina worked with USAID as the Disaster Assistance Response Team Lead (DART) for South Sudan overseeing $140 million foreign assistance funds to over 35 UN and International Non-Governmental Organizations providing essential aid such as food, water, healthcare, livelihood, and monitoring safety and security to over 5 million beneficiaries. For the last decade Tina has lead teams in international organizations as the Country Director in Kenya, Haiti, Malawi, Rwanda, Iraq, Syria, Yemen, Myanmar, Burundi, Sudan, Zimbabwe, South Sudan. She has broad experience in program start-ups, organizational mergers, and program closures. Tina has led a team of 450 staff to respond to the refugee crisis after the ISIS Mosul attacks in Iraq and successfully set up cross border work from Iraq into Syria for the first time. She has been a continuous advocate for women, children, and refugee rights, including sending Rwandan children to voice their opinions in Geneva on their government’s commitments to Convention on the Rights of the Child. |

Board Member E. Enkhgerel graduated from the School of Computer and Technology Management of the Mongolian University of Science and Technology with a Bachelor’s Degree in International Business Administration, and obtained a Master’s Degree in Business Administration from Tamkang University in Taipei, Taiwan. She began her career as a researcher at the Institute for Strategic Studies under the National Security Council of Mongolia. She subsequently served as an advisor to the State Great Khural (Parliament) of Mongolia and the Office of the President of Mongolia, and later as Executive Director of the Policy Research Center. Since 2016, she has worked with the National Secretariat responsible for developing the Second Compact Agreement between the Government of Mongolia and the Millennium Challenge Corporation. From 2019 to 2021, she served as Director of Administration at the Millennium Challenge Account Mongolia, and from 2021 to 2022, she was appointed as Executive Director of the Golomt Foundation. Since December 26, 2022, she has been serving as the Chief Executive Officer of the Millennium Challenge Account Mongolia. She is fluent in English, Chinese, and Russian. |
