WATER SPECIALIST

The Water Specialist will provide a wide range of engineering and project management and oversight support to the Director of Downstream Wells and assist the Director in her/his responsibility for the implementation of water projects, including review of shop drawings, assuring adequacy of designs and drawings for construction, review of implementation progress and risks, and review of Interim Payment Certificate (IPC).

Duties and responsibilities

  • Provide a wide range of engineering and technical support to the Director in her/his responsibility for supervision of construction works, review of variation orders, shop drawings, preparation of project documents, and reporting construction progress to stakeholders.
  • Perform detailed calculations or review calculations of the FIDIC Engineer for claims, re-measurement, and contract amendment of other changes.
  • Identify resource requirements, bottlenecks, risks, and mitigation strategies, and report to the Director of Downstream Wells
  • Evaluate reports from implementing entities on implementation progress and provide technical support to keep the project and activities on track.
  • Under the supervision of the Director of Downstream Wells, coordinate with Procurement Specialists to oversee the technical aspects of procurement in the services of consultants and contractors who will undertake surveys, feasibility studies, and detailed designs. Contribute to the development of SOWs, as well as interfacing with Implementing Entities, Procurement Agents, MCC staff, and other key stakeholders.
  • Liaise with Program Management Consultant or PMC/FIDIC Engineer on a daily basis to provide information on the implementation progress of projects to the Director of Downstream Wells and other members of the Management Team as necessary through written briefs.
  • Liaise with the schedulers (contractor and PMC) to monitor timeline implications Review monthly reports of the contractors and PMC/FIDIC Engineer.
  • Interface with MCC field staff based in Ulaanbaatar and technical staff based in Washington DC and respond to their requests
  • Interface with other donors involved in sector infrastructure activities.
  • Perform site visits as required by the Director of Downstream Wells and prepare a site investigation report.
  • Attend all meetings of the FIDIC Engineer with construction contractors and prepare meeting minutes to be submitted for MCA-Mongolia record keeping.
  • Keep records of important documents and meeting minutes for technical audits.
  • Other tasks and responsibilities assigned by the Director of Downstream Wells.

Evaluation criteria

Education:

  • Bachelor’s degree or higher in a relevant engineering discipline (i.e. civil engineering, water supply, and wastewater engineering).
  • Possesses appropriate professional licenses.

Work experience:

  • Minimum 5 years of demonstrated experience working in large-scale engineering and construction projects or activities, preferably in water system and/or wastewater treatment design and construction.
  • Ability to liaise with international development partners and local stakeholders and form partnerships.

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing.
