B.Bat-Erdene: Citizens must understand how the heat and water get to households

Dsc00978

“...People or consumers usually have a common understanding that they should only pay for the amount of water they use. However, there is a question of who pays for the costs of services and water system operations and maintenance. Even if there is no base fee separately written on the bill and the cost will directly be tied to metering instead, then still the same amount will be charged. Citizens must understand how the heat and water come to households and what is the cost of each step of the water services’ delivery process.
