- ENVIRONMENT, HEALTH, AND SAFETY SPECIALIST
The Environment, Health and Safety Specialist supports MCA’s Environmental and Social Performance (ESP) objectives and is responsible for planning, coordinating and overseeing the management of environment, health and safety aspects of the MCA-Mongolia investment activities. In executing these responsibilities, the incumbent reviews Health and Safety Management Plans (HSMP), Environmental and Social Impact Assessment (ESIA) Reports and Environmental and Social Management Plans (ESMP) to ensure compliance with MCC’s Policies, MCC Environmental Guidelines, IFC Performance Standards and relevant Government of Mongolia’s laws and regulations. The Specialist will ensure relevant health and safety and environmental issues are integrated into construction contracts and other documents and that such documents are of high quality for approval by MCA-Mongolia, other Government authorities, and MCC. The specialist provides guidance on the development of HSMPs and ESMPs and monitors implementations of HSMPs and ESMPs during construction works. He/she will report to the Director, Environmental and Social Performance.
Duties and responsibilities
- Serve as focal point on environmental impacts and health and safety management and projects.
- Environmental Impacts:
- Review ESIA/ESMP to ensure compliance with IFC Performance Standards, MCC Environmental Guidelines and relevant Mongolian laws and regulations in environmental assessment, water and land management etc.
- Coordinate with relevant local, regional, and national authorities on the development and implementation of ESIAs/ESMPs.
- Manage the supervision of implementations of Project-specific as well as site-specific ESMPs from environmental points of view.
- Oversee the preparation of progress reports to MCC and Government of Mongolia related to environmental impacts using inputs provided by the relevant project implementers.
- Oversee implementation of Biodiversity Action Plan
- Ensure project’s implementation by considering implications of climate change on project performances
- Health and Safety Management:
- Review HSMPs to ensure compliance with IFC Performance Standards, MCC Environmental Guidelines and relevant Mongolian laws and regulations.
- Coordinate with relevant local, regional, and national authorities on the development and implementations of HSMPs.
- Manage the supervision of the implementation of project-specific and site-specific HSMPs.
- Oversee the preparation of the progress reports to MCC and Government of Mongolia related to health and safety activities using inputs provided by the relevant project implementers.
- Other Tasks:
- Work with Director, Environmental and Social Performance to identify hazardous materials and wastes to be addressed within MCA-Mongolia activities.
- Perform other tasks and responsibilities related to health and safety and environmental impacts as requested by Director, Environmental and Social Performance.
Evaluation criteria
Education:
- Bachelor’s degree in environmental sciences, environmental engineering, environmental planning, environmental economics, environmental policy, and natural resources management with specialization in environmental assessment, environmental compliances, health and safety management, solid and hazardous wastes management and other related field. Master’s degree or other advanced degree strongly preferred.
Work experience:
- Minimum of five (5) years of professional environmental and/or health and safety experience with practical focus in the implementation of development projects incorporating environmental assessment and compliances, health and safety management, waste management etc.
- Practical experience developing and/or implementing Environmental and Social Impact Assessments and Management as well as Health and Safety Management Plans consistent with IFC Performance Standards, MCC Environmental Guidelines, and Mongolian laws and regulations.
Communication and languages:
- Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in English language proficiency at ILR Level 4 or above is preferred.
- DRIVER
Driver ensures the assigned MCA-Mongolia’s vehicle and its equipment are properly maintained in good mechanical and working order, to provide safe and reliable transportation for staff and guests per their requirements, as well as logistical and customer service support to the Administrative Division.
Duties and responsibilities
- Follow every instruction and policy regarding the use of MCA-Mongolia vehicles.
- Keep the vehicle clean inside and out, filled with fuel, oil levels checked so the vehicle is available for safe use at all times.
- Report immediately should any mechanical concerns arise, so the concern can be inspected and addressed as required.
- Maintain the vehicle log book with accurate and complete records of each trip and provide as required.
- Ensure vehicle is at all times equipped with required tools, keys and essential spares, but not limited to, wheel jacks, wheel braces, spare wheels, basic tools, first aid kit, fire extinguisher.
- Develop an effective preventative maintenance schedule for the vehicle. Strictly adhere to the approved schedule and maintain service records accurately.
- Provide safety guidance to team members to ensure safe transportation of people and goods. Understand carrying capacity of vehicle and ensure it is not exceeded.
- In the event of an accident, attend first to passenger needs, ensure all required steps are taken and information collected and provided, secure the damaged vehicle as best possible and protect any goods being carried.
- Treat all passengers, staff and visitors with respect and honor, maintaining good relations.
Evaluation criteria
Education:
- Automotive technicians, car mechanics and other similar fields have a profession or a similar field.
Technical skills:
- Hold a current and valid Mongolia driver’s license Type B and D.
Work experience:
- Five years of driving experience in Ulaanbaatar and countryside.
Other skills:
- Ability to schedule and track vehicle activity.
- Positive and willing attitude, detail-oriented, mature, professional and able to maintain confidentiality
- Ability to communicate effectively in Mongolian with English language proficiency at ILR Level 1 or above.
