REQUEST FOR INFORMATION
Procurement for Supply and Installation of the Ger Area
Smart Water Kiosk Upgrade

- The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government” or “GoM”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of USD 350 million (“MCC Funding”). No party other than the Government and Millennium Challenge Account-Mongolia (“MCA-Mongolia”) shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and the MCA-Mongolia’s website (https://mca-mongolia.gov.mn). The Compact addresses costly access to water and sanitation, one of the country’s most binding constraints to economic growth, and will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities described below:
- Downstream Wells Activity, to construct groundwater wellfields with attendant transmission lines, reservoirs, and an advanced water purification plant;
- Wastewater Recycling Activity, to construct a wastewater recycling plant and pipelines to provide high-quality treated wastewater that can substitute the groundwater used by water-intensive industries, thereby increasing the amount of freshwater available for household consumption; and
- Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.
- Purpose: The purpose of the Request for Information (RFI) is to obtain market feedback in order to refine the technical specifications and requirements prior to issuing the Invitation for Bids (IFB). For this purpose, MCA-Mongolia requests your feedback on the questions listed in part 7 of the RFI document.
- Background: The “Ger Area Cost Containment Sub-activity”, one of the five sub-activities to be implemented under the Water Sector Sustainability Activity, supports efforts to curtail the high costs that the Water Supply and Sewerage Authority of Ulaanbaatar city (USUG) bears for providing water through the system of water kiosks throughout the ger areas of Ulaanbaatar. The conversion of manually operated kiosks to automatic “smart” kiosks that operate longer hours at a lower cost will be a part of this sub-activity. USUG has automated 143 pipe-fed kiosks since 2015. Under the Ger Area Cost Containment Sub-activity, it is expected that 165 manually operated regular pipe-fed kiosks and 17 dual-functioning pipe-fed kiosks that also serve as truck refilling stations will be converted to smart kiosks. After implementing this project, USUG’s all pipe-fed kiosks in the ger area will be fully automated and as a result, increased number of self-operated 24/7 smart kiosks will help USUG save operation costs and collect better data on ger area water supply and lead to more sales revenue as ger area consumers enjoy increased and more convenient access to water.
- Procurement: MCA-Mongolia is planning to launch a procurement for “Supply and Installation of the Ger Area Smart Water Kiosk Upgrade” in the near future.
- Draft Scope of Work and Technical Specifications: The potential and interested bidders are requested to review the technical details that are provided in the following annexes of the RFI document:

- Clarification requests: All requests and questions regarding this solicitation shall be directed to the Procurement Agent for MCA-Mongolia at PA-Mongolia@charleskendall.com, with a copy to procurement@mca-mongolia.gov.mn.
- Registration: To register and request the complete RFI and its annexes, interested parties should send an email with the subject line “Supply and Installation of the Ger Area Smart Water Kiosk Upgrade” to the Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn. Interested parties should provide their full contact information in the email message. This will ensure that interested parties receive updates regarding the RFI and the planned procurement process.
- Deadline: Respondents are requested to provide their responses to the questions in English, indicated in the RFI, via email to the Procurement Agent for MCA-Mongolia at PA-Mongolia@charleskendall.com, with a copy to procurement@mca-mongolia.gov.mn no later than 10:00 AM, Ulaanbaatar time (GMT +8), on July 5, 2021.
