
PRE-BID NOTICE
Construction of the Conveyance System and CHPP-3 and CHPP-4's Modification
and SCADA

- The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). Pursuant to the Compact, the Government committed to making a contribution over the Compact term toward meeting the project objective of the Compact (the “Government Contribution”). The Government, acting through the Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the Government Contribution to eligible payments under a contract associated with this Invitation for Bids. In compliance with the principles set forth in Annex IV of the Program Implementation Agreement, dated March 5, 2019, between MCC and the Government, any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding or the Government Contribution. The Compact and its related documents can be found on the MCC website (mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/).
- The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related activities:
- A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (AWPP);
- A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and
- A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.
- MCA-Mongolia intends to invite Bids for the Construction of the Conveyance System and CHPP-3 and CHPP-4's Modification and SCADA in early January 2023.
This Invitation for Bids is part of the Wastewater Recycling Activity (WRA) for the construction of a Conveyance System (CS) for the transmission of 50,000 m3/h of treated wastewater from the Wastewater Recycling Plant (WRP) to the combined heat and power plants no. 3 & 4, (CHPP#3 & CHPP#4) as well as modification works in the CHPP#3 and CHPP#4 where the treated wastewater will be used mainly for cooling purposes, ash disposal, firefighting, and other purposes.
The construction of the conveyance system mainly consists of a water transmission pressure pipeline from the wastewater recycling plant (WRP) adjacent to the New Central Wastewater Treatment Plant (NCWWTP) to the existing and operating CHPP#3 & CHPP#4, with all related components such as storage tank, pipeline crossings, splitting chamber, valve shafts, washout points, power supply and control system.
The modification works at CHPP#3 and CHPP#4 include all works required for CHPP#3 and CHPP#4 to utilize the treated wastewater including pumping stations, additional storage tanks, dedicated recycled water pipelines, interconnectors, electrical works, and control systems.
The scope of the work will include the construction, commissioning, supply of spares and training, quality assurance, stakeholder coordination, as well as related health and safety (H&S) and Environmental & Social Impacts (ESI).
- This Invitation for Bids will follow the General Procurement Notice that appeared in dgMarket online, UN Development Business (“UNDB”) online, National Mongolian Portal - ikon.mn, Mongolian daily newspaper Udriin Sonin (Daily News) and on the MCA-Mongolia’s website: www.mca-mongolia.gov.mn on February 10, 2022 and “Unuudur” newspaper on February 11, 2022.
- The Procurement will be conducted through the Competitive Bidding procedures described in the Bidding Document and in accordance with the “MCC Program Procurement Guidelines” that are provided on the MCC website: https://www.mcc.gov/resources/doc/program-procurement-guidelines.
- The Bidding Document shall contain (a) Instructions to Bidders; (b) Bid Review, Evaluation Criteria, and Bidder Qualification Requirements; (c) All the Bidding Forms that Bidders should complete and submit with their Bid; (d) Works Requirements including the links to the technical documentation and supplemental information with which bids must comply to; and (e) Conditions of Contract to be used.
- The purpose of this notice is to:
- Inform potential bidders that the Specific Procurement Notice (SPN) will be posted on dgMarket online, UN Development Business (“UNDB”) online, National Mongolian Portal - ikon.mn, and on the MCA-Mongolia’s website: www.mca-mongolia.gov.mn on or around January 6, 2023. The SPN will include the link, which will allow for the download of an electronic copy of the Bidding Document in the English language free of charge.
- Invite potential bidders to start making preliminary arrangements for bid preparation. The exact date (s) of the pre-bid events will be set forth in the Bidding Documents.
- Invite potential bidders to monitor the MCA-Mongolia’s website: mca-mongolia.gov.mn for additional announcements and information regarding this Competitive Bidding.
