MCA-MONGOLIA ORGANIZES PRE-BID CONFERENCE FOR THE CONSTRUCTION OF THE CONVEYANCE SYSTEM AND CHPP-3 AND CHPP-4'S MODIFICATION AND SCADA

[Ulaanbaatar city, February 15, 2023] – MCA-Mongolia successfully organized a virtual Pre-Bid Conference for the procurement of the Construction of the Conveyance System and  CHPP-3 and CHPP-4's Modification and SCADA on February 15, 2023, one of the key components of the Wastewater Recycling Activity under the Mongolia Water Compact. A total of 29 representatives of 17 international and local companies participated in the Pre-Bid conference. The aim of the Pre-Bid Conference was to provide presentations on the works to be performed under the contract, explain the procurement process, and provide bidders with an opportunity to ask questions directly related to the bidding documents.

MCA-Mongolia Acting DCEO T.Enkhtungalag opened the meeting with brief remarks and kindly invited the participants to actively participate in the procurement.

T.Khishigt, Director, Wastewater Recycling Activity, MCA-Mongolia, delivered a presentation on the scope of Construction Works of the Conveyance System and  CHPP-3 and CHPP-4's Modification and SCADA and provided key technical information and resettlement activity overview. The presentation was followed by a project site video for those who are unable to visit the site in person.

MCA-Mongolia Procurement and Fiscal Agents presented on the important aspects of the procurement process and requirements of the bidding document. Other information related to environmental, health and safety procedures, social and gender inclusion, tax exemption, payment, and audit, as well as the MCC's Anti-Fraud and Corruption Policy, was provided by relevant line directors and specialists.

After the presentations, the conference continued with a Q&A session. To ensure the transparency and fairness of the procurement process, all participants were informed that the PowerPoint Presentations, Minutes of the Meeting, and Q&A Document from the Pre-Bid Conference would be published on MCA-Mongolia’s website and sent to all registered bidders.

Prior to the Pre-Bid Conference, MCA-Mongolia organized two-day site visits for the procurement of the Construction of the Conveyance System and CHPP-3 and CHPP-4's Modification and SCADA on February 13 and 14, 2023. During the site visits, the MCA-Mongolia team took participants to the starting point of the planned Conveyance System and all relevant sections along the route as well as to the CHPP #3 and CHPP #4. Representatives from 19 companies joined the site visits.

This $462 million project is a partnership between the American and Mongolian people made possible by $350m in MCC grant funding and the $111.76m contribution from the Government of Mongolia which demonstrates their commitment to working together to achieve economic growth and poverty reduction in Ulaanbaatar. The Mongolia Water Compact is funding major infrastructure projects, including the construction of new wellfields and two large plants - an Advanced Water Purification Plant and Wastewater Recycling Plant which will be the first of their kind in Mongolia. In addition, the Compact will invest in policy measures to create a financially and environmentally sustainable future for the water sector of Ulaanbaatar. By 2026, the water system in Ulaanbaatar will have been expanded to deliver 80% more drinking water, allowing for the city’s future expansion.
