
Ulaanbaatar, August 9, 2025 – Prime Minister of Mongolia Gombojav Zandanshatar visited the construction site of the Advanced Water Purification Plant being built under the Mongolia Water Compact between the Government of Mongolia and the U.S. Millennium Challenge Corporation (MCC).
The new plant, equipped with advanced purification technology, will treat up to 50 million cubic meters of groundwater annually from the newly developed Downstream Wellfields—located near Bioкombinat and Shuvuun areas—and deliver it to Ulaanbaatar’s central water supply network, meeting Mongolia’s national drinking water standards.
Located at the eastern foot of Songinokhairkhan Mountain, the AWPP has made significant progress since its groundbreaking in 2021 and is approximately 99.5% complete, with testing and commissioning underway. Twenty-seven engineers and technical staff from Ulaanbaatar Water Supply and Sewerage Authority (USUG), who will operate the facility, have been engaged and trained since the equipment installation and testing stages, and formally took up their positions as of July 31, 2025.
The Millennium Challenge Account – Mongolia is implementing the $461 million Ulaanbaatar Water Supply Program under the Mongolia Water Compact, financed by a $350 million grant from MCC and up to $111.76 million in contributions from the Government of Mongolia, to ensure Ulaanbaatar’s long-term, sustainable water supply, with a target completion date of March 31, 2026. The program consists of three interrelated projects: Downstream Wells Activity, Wastewater Recycling, and Water Sector Sustainability Activity. As of July 2025, overall program implementation stands at 86 percent.
