MECHANICAL ENGINEER – WASTEWATER RECYCLING ACTIVITY

Responsible for overseeing the installation of water transmission main pipeline from the Wastewater Recycling Plant to the CHPPs, branch pipelines from main to points within the fences of the CHPPs, branch pipelines to the cooling towers within the CHPPs, installation of shut-off and control valves on the main and branch pipelines, and pipelines to the cooling towers with the CHPPs, and mounting the new pipes within the CHPPs and pumping stations (raw water pumping station at CHPP #4, booster pumping station nearby CHPP #3, pumping stations at the Wastewater Recycling Plant), installation of new pumps (in CHPP #3’s boiler workshop building, raw water pumping station of CHPP #4 and the booster pumping station nearby CHPP #3, pumping stations at the Wastewater Recycling Plant) and other mechanical components of the Conveyance system, mechanical components of CHPPs’ modification work (antiscalants dosing stations) and all mechanical components of the Wastewater Recycling Plant (technological equipment). The Mechanical engineer will report to the Director, Wastewater Recycling.

  • Provide varied engineering support for the Director, Wastewater Recycling including detailed support in understanding and explaining the developed design drawings of the conveyance system and CHPPs’ modification before starting the construction work.
  • Provide engineering assistance to the Director, Wastewater Recycling in her/his responsibility overseeing design criteria, basis of design and for the review of detailed designs, assuring adequacy of design drawings of the Wastewater Recycling Plant and for construction work of WRP and Conveyance system (if required the shop drawings to be done by the Red Book Contractor) and approval of designs.
  • Conducts regular inspection at the project sites: along the route of the recycled water transmission pipeline, booster pumping station nearby CHPP #3, CHPP’s site, and the Wastewater Recycling Plant’s site on installation and construction of mechanical equipment and components.
  • Provide regular reports to the Director, Wastewater Recycling about the progress of installation work and installation works related issues (on wrong installation, safety related issues, or defects observed after installation which requires remedy works, preparation of the site for installation, if an installation has done is not in line with local rules, regulations, norms, codes, and standards etc.)
  • Liaises with Program Management Consultant’s (the PMC plays the Engineer’s role as per FIDIC’s contract conditions) on a daily basis to provide information on the implementation progress of projects to the Directors.  In doing so, provide written briefs, a description of the situation at the project site and a detailed report on the progress of the installation works by including proof photos taken at the project site and results of various measurements done at the project site.
  • Attends all meetings organized by the FIDIC Engineer with all construction contractors and prepares minutes of the meetings for the record for the Director, Wastewater Recycling. 
  • Liaises with the schedulers (contractor and PMC) to monitor timeline implications.
  • To conduct an inspection on mechanical equipment and components delivered to the project sites with the FIDIC engineer.
  • Performs detailed calculations or reviews the calculations of the Engineer for claims, re-measurement, and contract amendment of other changes.
  • Participates in specific inspections at the project sites with the FIDIC engineers and representatives of the Design Authors, when Contractors state that the design document needs to be changed or revised due to the actual situation at the installation site and report to the Director, Wastewater Recycling
  • Identify resource requirements, bottlenecks, risks, and mitigation strategies, and report on these to the Director, Wastewater Recycling.
  • Under the supervision of the Director, Wastewater Recycling, coordinates with Procurement Specialists and oversees the technical aspects of procurement in the services of consultants and contractors who will undertake surveys, feasibility studies, and detailed designs. Contributes to the development of SOWs, as well as interfacing with Implementing Entities, Procurement Agent, MCC staff, and other key stakeholders.
  • Participate in the organizing of review, approval, and getting permission from the MCC and the official authorities of the GoM with design and construction work.
  • Reviews monthly reports of the contractors and PMC (the FIDIC Engineer).
  • Keep records of important documents and meeting minutes for technical audits.
  • If necessary must perform specific site visits as required by the Director, Wastewater Recycling, and prepares site investigation reports.
  • Evaluates reports from implementing entities on implementation progress and provides technical support to keep the project and sub-projects on track. 
  • Interfaces with MCC field staff based in Ulaanbaatar and technical staff based out of Washington DC.
  • Interfaces with MCC’s Independent Engineer and technical leads with other donors involved in sector infrastructure activities. Upon request of MCC, facilitates the execution of work, particularly fieldwork, of the Independent Engineer.
  • Other tasks and responsibilities as requested by the Director, Wastewater Recycling.

Evaluation criteria

Education:

  • Bachelor’s degree in mechanical engineering, process engineering, energy engineering, and other relevant disciplines is required. Master’s degree or other advanced degree preferred.
  • Possessing appropriate professional registration/licensure is strongly preferred.

Work experience:

  • At least five (5) years of prior experience working as a mechanical engineer, process engineer, QA inspector, and engineering design projects.
  • Demonstrated project management of process engineering projects, with at least three (3) years, preferably in infrastructure and/or industrial stages projects, any type of heavy industries, also project management experience in water system design and construction. Engineering construction management experience, preferably in water system design construction and/or wastewater treatment construction.
  • Demonstrated experience in liaising with government, private entities, and international NGOs.
  • Prior experience in international development-funded construction and infrastructure projects is preferred.
  • Proficiency in Microsoft Office, AutoCAD and relevant design and estimation professional software.

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 3 or above is preferred.
