Invitation for Bids for the
Supply and Installation of Ger Area Smart Water Kiosk Upgrade

- The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (mcc.gov) and MCA-Mongolia website (http://mca-mongolia.gov.mn).
- The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities:
- A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (“AWPP”);
- A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and
- A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.
- Millennium Challenge Account-Mongolia now invites Bids for the “Supply and Installation of Ger Area Smart Water Kiosk Upgrade”. Detailed Technical Specifications and Supply Requirements are provided in the Bidding Document.
- The Procurement will be conducted through the Competitive Bidding (CB) procedures described in the Bidding Document and in accordance with the “MCC Program Procurement Guidelines” that are provided on the MCC website: https://www.mcc.gov/resources/doc/program-procurement-guidelines.
- The Request Form, which will allow for the download of an electronic copy of the Bidding Document in the English language, is available on the following link: https://bit.ly/35itViC. This link can be requested from the Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn via e-mail with the subject line “Request for Bidding Document for the Supply and Installation of Ger Area Smart Water Kiosk Upgrade” indicating their full contact information in the email. This will ensure that interested parties and potential Bidders will receive updates regarding this Bidding Document.
- A site visit to water kiosks in different locations will take place on Wednesday May 11, 2022 at 10 am Ulaanbaatar time. Participants will meet at the USUG (Water Supply and Sewerage Authority of Ulaanbaatar City) Headquarters, Tokyo Street 5, 3rd khoroo, Bayanzurkh district, Ulaanbaatar city, Mongolia.
- A Pre-Bid Conference will be held in the form of a webinar on May 12, 2022, at 10:00 am local time in Ulaanbaatar, Mongolia (GMT+08.00). Bidders can register for and attend the webinar using this link:

Attendance to the Pre-Bid Conference is strongly advised but is not mandatory. - Any clarifications needed shall be submitted in writing to Procurement Agent at PA-Mongolia@charleskendall.com, cc to procurement@mca-mongolia.gov.mn not later than May 19, 2022 by 2 pm Ulaanbaatar Time. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than May 27, 2022, by 5 pm Ulaanbaatar Time.
- Bids must be uploaded to the submission link (provided in the IFB) no later than June 20, 2022, at 10:00 am local time in Ulaanbaatar, Mongolia (GMT+08.00). Please note that only electronic Bids which are uploaded using the official link shall be accepted and that late Bids and Bids submitted via e-mail will not be accepted under any circumstances.
