  1. HUMAN RESOURCES SPECIALIST

The Human Resources Specialist, under direct supervision of the Human Resources Manager, will support the execution of recruitments, tracking of attendance, maintenance of MCA-Mongolia personnel files, and provide other logistics support for Human Resources related activities.

Duties and responsibilities

  • Execute recruitment activities from posting job vacancies to scheduling interviews, while ensuring proper documentation and timely delivery, in accordance with MCA-Mongolia’s personnel needs.
  • Assist the Human Resources Manager in developing, revising, and enforcing the Human Resources Manual of MCA-Mongolia.
  • Manage the administration of time and attendance procedures, payroll, benefits, and other human resources functions, while ensuring compliance with rules and procedures by MCA-Mongolia, MCC, and relevant laws and regulations of Mongolia.
  • Maintain and update personnel files of MCA-Mongolia in a timely and accurate manner and ensure their security and confidentiality.
  • Prepare and organize materials and logistics for internal and external human resource related activities, such as trainings and information sessions.

Evaluation criteria

Education:

  • Bachelor or higher degree in human resource management, business administration, or a similar field.

Work experience:

  • Five or more years of experience in executing human resource functions such as managing recruitment, administering human resource policies and guidelines etc.
  • Familiarity with international human resource management standards.
  • Experience in drafting, coordinating, and reviewing human resource management documents and providing quality output.

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 3 or above is preferred.

 

  1. EXECUTIVE SECRETARY TO CHIEF EXECUTIVE OFFICER

The Executive Secretary is responsible for the daily organization of the schedule, work flow, and communications of the Chief Executive Officer (CEO). The position maintains open communication lines to support the functions of the CEO’s office while ensuring compliance with established knowledge management and information security protocols.

Duties and responsibilities

  • To provide administrative and secretarial support to the CEO.
  • To monitor communications addressed to the CEO, ensuring pressing issues are prioritized and addressed in a timely manner.
  • To organize daily appointment schedule and briefing materials for the CEO, anticipating possible changes in priority and agenda to ensure optimized work flow of concerned parties.
  • To facilitate the dissemination of information from the CEO’s office across different functional areas of MCA-Mongolia to support efficiency and collaboration.
  • To review requests, proposals, plans, and other documents to be approved by the CEO, while ensuring compliance to established templates and standards.
  • To maintain and effectively track all schedules and deliverables, leading to timeliness and consistency of service delivery.
  • To ensure clear meeting minutes are taken and disseminated to the members and follow-up action items discussed in the meeting, develop and maintain an annual key event calendar.

Evaluation criteria

Education:

  • Bachelor or higher degree in business administration, management, organizational development, or a similar field.

Work experience:

  • Minimum of 3 years of experience working in secretarial and executive assistant functions, office administration other administrative support.
  • Demonstrated experience in successful management of the day-to-day office operations, department or entity of similar size and complexity, including the executive assistant, negotiation of contracts with local suppliers.

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 4 or above is preferred.

  • Organized and results-oriented, with the ability to translate Compact strategy and objectives into tasks and work plans.
  • Skilled in building consensus among employees and developing strong relationships with outside stakeholders.
  • Able to identify and propose solutions to mitigate and manage risks.
  • A strong negotiator in English and Mongolian, able to inspire confidence and create trust.
  • Proficiency in Microsoft Office and relevant professional applications and software.
  • Efficient in understanding new issues quickly and making well-informed decisions.
  • Able to work under pressure and plan personal workload effectively.
  • Skilled in analyzing facts and data to support sound, logical decisions regarding own and others’ work.
