MILLENNIUM CHALLENGE ACCOUNT-MONGOLIA
GENERAL PROCUREMENT NOTICE
Program Name: Mongolia Water Compact 

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) has entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of approximately 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (“MCA-Mongolia”) intends to apply a portion of the MCC Funding to payments for contracts for goods, works, and services.

This General Procurement Notice for the period from July 1, 2022, through June 30, 2023, includes the following procurements:

CONSULTING SERVICES:

• Feasibility Study and Detailed Design of Sludge Incineration Plant;
• Consulting services for the Cost Recovery Technical Assistance;
• M&E Data Quality Review Consultant (on New Indicators);
• Consultant Services for the Provision of Training on FIDIC Contract Conditions;
• Consultant Services for the Provision of professional training in Business English;
• PR Agency Services;
• Consultant Services for the Provision of Professional Executive Search/Recruitment of MCA-M Key Staff;

GOODS:

• Office Furniture and Equipment;
• Memorabilia and Stationery items with MCA-Mongolia and MCC insignia;
• Personal Protective Equipment;
• Application Software Package;

NON-CONSULTING SERVICES:

• Service to Support Organizing a Groundbreaking Ceremony of the Water Recycling Plant.

The above-listed procurements will be implemented in accordance with the principles, rules, and procedures set out in the MCC Program Procurement Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov/ppg.

The procurements will be open to all Bidders/Consultants from eligible source countries, as defined in the MCC PPG.

A Specific Procurement Notice (“SPN”) for each contract to be procured under the competitive bidding procedures will be announced on the United Nations Development Business (UNDB Online) website at http://www.devbusiness.com/, the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, MCA-Mongolia website at https://mca-mongolia.gov.mn/, in local newspapers, and in other media outlets, as appropriate.
