GENERAL PROCUREMENT NOTICE

Program Name: Mongolia Water Compact 

The United States of America, acting through the Millennium Challenge Corporation (MCC) and the Government of Mongolia (the Government) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the Compact) in the amount of approximately 350 million USD (MCC Funding). The Government, acting through Millennium Challenge Account-Mongolia (MCA-Mongolia) intends to apply a portion of the MCC Funding to payments for contracts for goods, works and services.

This General Procurement Notice for the period from October 1, 2020 through September 30, 2021 includes the following procurements.

CONSULTING SERVICES:

• Individual Consulting Services for Technical Evaluation Panel (TEP) for the procurement of Construction of Groundwater Wells;
• Individual Consulting Services for TEP for the procurement of Wastewater Recycling Plant (Design-Build);
• Consulting Services for Developing Design for Conveyance System (Water transmission pipeline and related infrastructure), Modification works at CHPP 3 & 4 (Components of SCADA system which will interface with the SCADA system of CHPPs), RAP for the Conveyance system, and conducting DEIA and ESIA for the entire Wastewater Recycling Project;
• Individual Consulting Services for TEP for the procurement of Consulting Services for Developing Design for Conveyance System (Water transmission pipeline and related infrastructure), Modification works at CHPP 3 & 4 (Modifying technical water scheme, components of SCADA system), RAP for the Conveyance system, and conducting DEIA/ESIA for the entire Wastewater Recycling Project;

WORKS:

• Construction of Groundwater Wells;
• Wastewater Recycling Plant (Design-Build);
• Infrastructure/Kiosk Improvement Construction work;

GOODS:

• Laboratory equipment;
• Finance and HR Software, (MIS Software);
• Personal Protective Equipment (PPE);
• Audit Software;
• Mobile Devices;
• Computers;

NON-CONSULTING SERVICES:

• Compact introduction videos with 3D features;

Contracts for Goods, Works and Services financed under the Program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov/ppg.

The procurements will be open to all bidders/consultants from eligible source countries, as defined in the MCC PPG.

A Specific Procurement Notice (“SPN”) for each contract to be procured under the competitive bidding procedures and for each consultant contract will be announced on the United Nations Development Business (UNDB Online) website at http://www.devbusiness.com/, the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, in local newspapers, and in other media outlets, as appropriate.
