  1. DIRECTOR, GENDER AND SOCIAL INCLUSION

The Director, Gender and Social Inclusion (GSI), plans and manages all activities related to gender analysis, social inclusion, and social equity in the implementation of the compact program. In addition to leading activities related to socially equitable water tariff reform and the social and behavior change necessary to sustain successful reform, the GSI director’s responsibilities include the following: technical input related to gender and social issues in procurement documents, contracts, studies and other deliverables; planning, implementation, and monitoring of gender integration in compact activities; and compliance with MCC’s Gender Guidelines and Gender Policy and the International Finance Corporation (“IFC”) Performance Standards. The Director, Gender and Social Inclusion, reports to the Deputy Chief Executive Officer, Programs (the “Deputy CEO”), and manages one dedicated, full-time staff and contracts with consultants.

Duties and responsibilities

  • Coordinate, manage, and lead all of MCA-Mongolia’s implementation activities related to gender and social inclusion in the compact program.
  • Manage the drafting of detailed terms of reference, technical specifications and cost estimates; support the production of procurement documents; and participate in technical evaluation panels and bid review panels, as may be necessary for the procurement of consultants to support specific gender and social inclusion needs associated with the compact program.
  • Ensure that all terms of reference, procurement documents and contracts provide appropriate gender and social measures, including the collection and analysis of relevant gender and social data, the empowerment of women and disadvantaged social groups, and consideration of other equity considerations.
  • Lead the identification and classification of risks associated with social and gender issues in the compact program, including in infrastructure activities; develop mitigation and response measures; and continuously monitor risks throughout the implementation of the compact program.
  • Lead the development, implementation, and monitoring of a Social and Gender Integration Plan (“SGIP”); oversee the implementation by contractors of relevant poverty, social, and gender analyses, outreach strategies and protection measures; and take all other measures necessary to ensure that each compact activity fully complies with Mongolian laws and regulations, MCC’s Gender Policy and Gender Guidelines, and relevant portions of the IFC Performance Standards.
  • Lead the development, finalization, implementation, and monitoring of a strategy for implementing the portions of the Water Sector Sustainability Activity that
  1. address social equity and affordability considerations in the preparation and implementation of a full cost recovery plan for the water utility;
  2. strengthen the capacity of the water sector regulator and the water utility to provide service to diverse socioeconomic customer groups;
  3. support successful, sustainable water tariff reform through public awareness and behaviour change, using data to design interventions that target water users’ capability, opportunity, and motivation to i) pay an increased water tariff ii) address barriers to payment and iii) understand and use any new tariff-related programs, while also supporting public understanding of water citizenship and justice.
  • Provide support on the improvement of water kiosks in the ger areas and the strengthening of planning for water service in ger areas.
  • Proactively engage stakeholders and serve as a key point of contact for implementing entities, other institutional stakeholders, civil society and non-governmental organizations, and project-affected parties on all issues related to gender and social integration in the compact program.

Evaluation criteria

Education:

  • Bachelor’s degree in anthropology, sociology, community development, development economics, women’s studies, or similar fields in the social sciences or public policy. Master’s degree or other advanced degree strongly preferred.

Work experience:

  • Eight (8) years or more of prior experience working in policy planning, public policy, project development, project delivery, or a related field, with a focus on gender integration, gender equality, social inclusion, and/or poverty reduction.
  • Three (3) years or more of experience with the successful management of consultants or contractors.
  • Three (3) years or more leading or managing a project or organization.
  • Demonstrated knowledge of and experience with Mongolian laws and regulations relevant to gender equality, social inclusion, the protection of poor and vulnerable communities.
  • Demonstrated experience in the collection and analysis of qualitative and quantitative data in at least two activities or projects.
  • Demonstrated experience developing and monitoring project and activity-level indicators of success in at least two activities or projects.
  • Experience with behavior change and/or public awareness programming in at least one project or activity.
  • Demonstrated ability to build and maintain relationships with a broad range of stakeholders, including senior officials in Government, international development partners, leaders in business and the private sector, non-governmental organizations, and members of project-affected communities.

Strongly preferred qualifications

  • Understanding of the local and municipal policy environment, the water sector, and or broad social and economic considerations in provision of public utilities and public programs, demonstrated via work experience in these areas.
  • Experience working on projects funded by international development partners or other international development organizations.
  • Experience working against trafficking in persons and or gender-based violence.
  • Knowledge of social safeguards approaches in international development projects and or the International Finance Corporation Performance Standards.
  1. MANAGER, INFORMATION TECHNOLOGY

The Manager, Information Technology is responsible for the planning, delivery and implementation of all IT-related services for MCA-Mongolia, to include network management and data infrastructure. The Manager, Information Technology reports to the Director, Administration, and supervises one dedicated staff member.

Duties and responsibilities

  • Oversee the planning and delivery of information technology (“IT”) services within MCA-Mongolia, including infrastructure maintenance, database management, etc., ensuring that the quality of execution meets organizational needs and established IT standards.
  • Manage the development of terms of reference, technical specifications and associated cost estimates and play a lead role in technical evaluation panels and bid review panels, as may be necessary for the procurement of IT consultants and contractors.
  • Assist in the implementation of a standard pre-determined solution of a management information system (“MIS”) and manage MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs.
  • Develop procedures, protocols and policies related to the access and use of MCA-Mongolia’s IT systems, contribute to the development of annual IT work plans, and manage an annual budget for IT.
  • Develop regular testing, update, and maintenance schedule for IT infrastructure to ensure the proper capacity and continuity of functionality, and take all necessary measures to ensure the security and integrity of MCA-Mongolia’s computers, network infrastructure and data stores.

Evaluation criteria

Education:

  • Bachelor’s degree in computer science, information technology, information systems or a similar field. Master’s degree or other advanced degree preferred.

Work experience:

  • Seven (7) years or more of prior experience in planning, design, development, implementation and maintenance of information technology (IT) or computer information systems.
  • Demonstrated experience in the successful management of an IT team and IT consultants or contractors.
  • A demonstrated understanding of enterprise application, integration technologies and software development methodologies.
  • Experience in the deployment, use and ongoing maintenance of Microsoft Office and Microsoft Windows applications and systems preferred.
  • Experience in the design, engineering, construction and maintenance of:
    • Data center infrastructure (power, cooling, etc.);
    • Network infrastructure;  
    • Firewall administration;  
    • Backup systems;  
    • Storage;  
    • Servers;  
    • Anti-Virus (Sophos); and
    • Windows Desktop OS.
  • Experience administering and managing a Windows Active Directory Domain.
  • Must be familiar with administering and managing Windows Updates, Windows file shares, Windows DNS, Windows DHCP services.
  • Experience with Microsoft databases (such as SQL Servers) and business automated applications (such as SAP) preferred.
  • Demonstrated ability to work independently, with limited direct supervision and oversight.

CORE COMPETENCIES FOR ALL ROLES:

  • Demonstrated ability to communicate effectively (in English and Mongolian), both orally and in writing. English language proficiency at ILR Level 3 or above is preferred.
  • Organized and results-oriented, with the ability to translate Compact strategy and objectives into tasks and work plans.
  • Skilled in building consensus among employees and developing strong relationships with outside stakeholders.
  • Able to identify and propose solutions to mitigate and manage risks.
  • A strong negotiator in English and Mongolian, able to inspire confidence and create trust.
  • Proficiency in Microsoft Office and relevant professional applications and software.
  • Efficient in understanding new issues quickly and making well-informed decisions;
  • Able to work under pressure and plan personal workload effectively.
  • Skilled in analyzing facts and data to support sound, logical decisions regarding own and others’ work.
