
[ULAANBAATAR, June 25, 2020] - MCA-Mongolia successfully organized a series of webinars to provide local and international companies with information on planned construction contracts and procurement opportunities under the Downstream Wells Activity, one of the key components of the Mongolia Water Compact on June 10,12 and 22, 2020 respectively.

Over 50 U.S and U.K based companies with experience in water sector construction, engineering, and consulting took part in the webinars organized in collaboration with the U.S and the British Embassies in Mongolia on June 10 and 22, 2020. The webinar held on June 12, 2020 was attended by representatives from over 100 local and international companies who expressed their interest to take part in the construction works under the Compact.

Panelists from the MCA-Mongolia and the MCC introduced the Mongolia Water Compact and the three closely-related activities under the Compact. Moreover, they provided detailed information on the planned procurement of works under the Downstream Wells Activity, one of the three main activities, as well as the MCC’s procurement procedures and the other related rules and policies.

After the presentation, a Q&A session was organized as part of the webinar. One of the most anticipated questions was about the possibility of participating in a bid as a consortium of local and international companies. According to the procurement rules and procedures of MCC, a bidder may be an entity, or a consortium. In addition, several other participants asked about national preferences and whether the opportunities for non-American companies are limited in the selection process since the grant is from the United States. For the bid of construction works under the Compact, the procurement process must be open, transparent and competitive according to the Program Procurement Guidelines of the MCC and no “national preferences” clause applies to MCC-funded procurements.

The Government of Mongolia and the MCC signed the $350 million second Millennium Challenge Compact which aims to reduce poverty through economic growth in Mongolia on July 27, 2018. Under the Mongolia Water Compact, MCA-Mongolia, an accountable entity responsible for the Compact implementation will execute the Water Supply Project that comprises three closely-related investment activities and the Program aims to address the problem of limited long-term sustainable supplies of water for the Ulaanbaatar capital city. It was estimated that the Water Supply Project will add 64 million cubic meters to Ulaanbaatar’s long-term supply of water, an 83 percent increase over current levels. This increased supply will put the city on a better footing to sustain its growing population and its future economic growth.
