Supply of Application /MIS/ Software for MCA-Mongolia

Contract Number: MCA-M/PROC/014

1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance in the amount of 350 million USD (“MCC Funding”) to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) on July 27, 2018. The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Quotations (“RFQ”) is issued. Any payments made by MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the MCA-Mongolia (www.mca-mongolia.gov.mn).

2. The Government of Mongolia, through Millennium Challenge Account-Mongolia now invites sealed quotations from legally constituted Software suppliers for following three (3) lots of Supply of Application /MIS/ Software for MCA-Mongolia.

• Lot 1: Licensed Software of Adobe /Acrobat, Photoshop, Illustrator/;
• Lot 2: Licensed Software of AutoCAD; and
• Lot 3: Licensed Software of ArcGIS.

More details on these Goods are provided in the Request for Quotations (RFQ) document. 

3. The selection will be conducted through the shopping procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible suppliers as defined in the RFQ.

4. The complete Request for Quotations (RFQ) document will be provided to interested suppliers upon submission of a written request for registration sent through e-mail with the subject line, “Supply of Application /MIS/ Software for MCA-Mongolia”, to Procurement Agent at PA-Mongolia@charleskendall.com with copy to procurement@mca-mongolia.gov.mn. Companies should provide their full contact information in their written request.

5. Quotations must be submitted in accordance with the instructions in the issued RFQ Document no later than May 11, 2020, at 14:00 local time in Ulaanbaatar, Mongolia. Only electronic submission will be permitted (hard copies will not be accepted). Late proposals will be rejected.
