The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project.
The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Quotations (RFQ) is issued. Any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/).
MCA-Mongolia now invites all eligible bidders to submit a quotation for the Works for MCA-Mongolia Office Expansion Buildout. Technical descriptions for these Works are provided in the RFQ document.
The selection will be conducted through the shopping procedures specified in the MCC Program Procurement Guidelines (PPG) and is open to all eligible bidders as defined in the RFQ.
The complete RFQ document will be provided to interested bidders upon the submission of a written request sent through an e-mail with the subject line “Procurement of MCA-M Office Expansion Buildout” to Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn. Interested bidders should provide their full contact information in the request. This will ensure that the bidders receive updates regarding the RFQ.
The interested bidders are advised to visit and examine the site of Works. For this purpose, an organized visit is scheduled to take place on May 4, 2022, between 11:00 am and 12:00 pm (noon of Ulaanbaatar time). For logistic purposes, please confirm your attendance to the Site Visit to the PA-Mongolia@charleskendall.com not later than 10:00 am Ulaanbaatar time, May 4, 2022.
Any clarification requests shall be submitted in writing to Procurement Agent at PA-Mongolia@charleskendall.com, and cc to procurement@mca-mongolia.gov.mn not later than 2:00 p.m. (UB time) of May 11, 2022. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document before 5:00 p.m. (UB time) May 18, 2022.
Quotations must be uploaded to the submission link specified in the RFQ Document not later than May 27, 2022, at 10:00 am local time in Ulaanbaatar, Mongolia. Only electronic submissions will be permitted (hard copies will not be accepted). Late proposals will be rejected.
