
NOTIFICATION OF ANNULMENT
Pre-qualification of Construction Works of an Advanced Water Purification Plant (AWPP) and SCADA Controls

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance in the amount of 350 million USD (“MCC Funding”) to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”).
The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities:
- A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (AWPP);
- A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of freshwater by water-intensive industries, thereby increasing the amount of freshwater available for household consumption; and
- A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water
Following the Invitation for Pre-Qualification for the Construction of an Advanced Water Purification Plant (AWPP) and SCADA Controls issued on 23rd June 2020 under Downstream Wells Activity, MCA-Mongolia received Applications on or before the extended submission date and time of September 14, 2020, 10:00 am Ulaanbaatar time.
MCA-Mongolia completed its evaluation of all Applications in strict accordance with Sub- Section 26 (Review of Applications), Section 1 (Instructions to Applicants or ITA) of the Pre- Qualification Document. This process did not yield a sufficient number of pre-qualified Applicants to advance to a competitive bidding stage with a pre-qualified list.
In accordance with Sub-Section 28 (Employer’s Right to Accept or Reject Applications) of the Pre-Qualification Document and following the aforementioned evaluation, MCA-Mongolia formally annuls the Pre-Qualification process and is expecting to undertake a Competitive Bidding without pre-qualification to procure these works in the near future.
