GENERAL PROCUREMENT NOTICE

Program Name: Mongolia Water Compact
The United States of America, acting through the Millennium Challenge Corporation (MCC) and the Government of Mongolia (the Government) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the Compact) in the amount of approximately 350 million USD (MCC Funding). The Government, acting through Millennium Challenge Account-Mongolia (MCA-Mongolia) intends to apply a portion of the MCC Funding to payments for contracts for goods, works and services.
This General Procurement Notice for the period from April 1, 2020 through March 31, 2021 includes the following procurement items.
CONSULTING SERVICES:
- Individual Consulting Services for evaluation of Bids submitted for “Construction works of Advanced Water Purification Plant”;
- Individual Consulting Services for evaluation of Bids submitted for “Construction works of Storage Facilities, Pumping Station, and Conveyance Pipeline to Transport Water”;
- Individual Consulting Services for evaluation of Bids submitted for “Construction works of Wastewater Recycling Plant/Conveyance/Storage Facilities (Design-Build)”;
- Consulting Service for “Development of Design for Conveyance System/Internal Piping/Modification works at CHP3&4/Design for SCADA System and ESIA/DEIA/RAP for Conveyance”;
- Individual Consulting Services for evaluation of Proposals submitted for “Consulting Service for Development of Design for Conveyance System/Internal Piping/Modification works at CHP3&4/Design for SCADA System and ESIA/DEIA/RAP for Conveyance”;
- Individual Consulting Services to Support CRP Development;
- Consulting Service for M&E Data Quality Review.
NON-CONSULTING SERVICES:
- Animation Video production services (3D Printed Model).
GOODS:
- Laboratory Equipment for Wastewater Characteristic Analysis;
- UPS for MCA-Mongolia Office;
- Finance and HR Software;
- MIS Software.
WORKS:
- Construction of Downstream Wells at Shuvuun and Biokombinat;
- Construction of Advanced Water Purification Plant;
- Construction of Storage Facilities, Pumping Station, And Conveyance Pipeline to Transport Water;
- Wastewater Recycling Plant/Conveyance/Storage Facilities (Design-Build);
- Infrastructure/Kiosk Improvement Construction Work.
Contracts for Goods, Works and Services financed under the Program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov/ppg.
The procurements will be open to all bidders/consultants from eligible source countries, as defined in the MCC PPG.
A Specific Procurement Notice (“SPN”) for each contract to be tendered under the competitive bidding procedures will be announced on the United Nations Development Business (UNDB Online) website at http://www.devbusiness.com/, the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, in local newspapers, and in other media outlets, as appropriate.
